Chinese God/Buddha with pet dragon on shoulder

I have owned this wonderful little Chinese carving for about 15 years.
It is only 6.5 inches high and 4 inches wide.
You can see the fine detail which is all in miniature.
The inset ivory eyes and teeth are quite extraordinary.

The wood, which I think is rosewood, is hard and lustrous, but unfortunately there is some minor damage, which I have repaired to the best of my ability.

The quality of this piece would suggest a date around or before the turn of the 20th century.
I do not know the correct title to give this carving.

Maybe he is a buddha ?  Any observations would be much appreciated.
